
The biggest question facing Windows 7 is whether Microsoft can really think small.
When designing Windows Vista, Microsoft put a lot of effort into taking advantage of sophisticated computer hardware, with fancy graphics on the surface and lots of new processing tricks inside. Microsoft says this positioned the operating system for the future, despite the complaining of many users who grumble that Vista has bogged down their computers with unneeded frills and incompatibilities.
While there is some more high-powered glitz coming in Windows 7, the real challenge for Microsoft isn't the latest multi-core superchip, but making the operating system work well, and affordably, on stripped down PCs, netbooks and other small devices.

I believe they can, currently they i trying to reduce the raw power needed to run the new windows OS, windows 7.
I am running windows 7 on my PC and i already see the difference off the way it uses it resources unlike its predessor Vista, although my PC is very high spec it, i believe after a while microsoft will try and lower its memory footprint even more as i have found ways to do so.
Components including RAM, CPU and HDDs are getting cheaper and cheaper meaning that 3rd world countries are starting to able to afford parts that could run XP without hassle, meaning that if microsoft are heading the right way and cheapen up the price of their software countries like africa, or parts of asia can catch-up with the rest off the world in terms of technology.
Depends how small the World is.
