Batman Arkham did the same and nobody complained. It's a Spiderman game, it doesn't need any other heroes in it

they don't need to write why any other superheroes are/aren't there because it's a spider-man game, and because of that, spider-man can handle it. avengers deal with avengers-level threats, and everything in the game can be promptly handled by the characters being focused on in the game. if the game was like, "oh man, this villain is beyond my capabilities, only the avengers could possibly defeat it", and galactus showed up, and no one came to help, THEN you could argue why other heroes don't lend a hand. but that's obviously not the case.

the whole point of good story-telling is to present a challenge that the protagonist struggles to deal with at first, and then is eventually able to overcome it. that's what makes them heroic. people are so caught up in everything being a cross-over now, that they can't just appreciate a single hero being focused anymore. the game mentions other heroes because they exist in the world, but aren't immediately needed with what's currently going on in this particular game/story. the whole point of the easter eggs is just to be like, "cool, they mention that they exist". they're treated as small cameos and should be left at that.

on top of that, superheroes can deal with a lot of shit. that's literally why they're around to begin with. defeating villains in crazy ways and in ridiculous scenarios is just another tuesday for them. you don't call your friends and co-workers for every little thing, especially things that you know you can handle. it'd be like building a desk from ikea; would it be easier to have multiple people working on it? of course it would. do you NEED multiple people helping you to do it? no. you're fully capable of handling it yourself.

you don't see batman calling the rest of the jla whenever the joker or any of his other arch nemesis shows up, do you? superman could easily just fly by and instantly take them to arkham within a matter of seconds. these are comic book superheroes. let them do and be comic book superheroes.

If I recall correctly the first games did let Peter give a passing comment about the Avengers being away on some mission in a fictional country when you first climb Avengers tower. But also with remembering that this is insomniac universe and not the MCU on top of that we do know that Spider man will share the universe with the X-Men
