The main goal with Resident Evil 2 Remake was to be as faithful as possible to the original, but with the remake of the third entry in the series, Capcom wants to make the characters more interesting.

You just need to expand areas already in the game so it gives more time on screen for character development
I really feel like we're about to see them REtcon 4-6, scrapping the Ganados and doing a Revelations 3 to attach REMake to 7.
