Zen is the architecture of AMD's CPUs... PS5's CPU will ensure that a GPU-based function will get utilized? Or shoddy gaming journalist doesn't know what they are talking about?

If RT is software based and not actual GPU die then (it pains me to agree) yes this aledged dev is technically right. Remember, AMD's upcoming Navi GPU's do not come with RT hardware and they haven't mentioned anything about RT support (software or otherwise) to this day. So with that said, I doubt AMD developed RT GPU hardware specifically for consoles without implementing then first on their consumer GPU lineup.

I'd be happy to be proven wrong here and we end up with fully RT enabled next gen consoles. We are still ways from learning though.

The problem with RT is very very power hungry. A 2018ti paired with a top of the line CPU can only do 1080p with RT effect in full swing so that raises the question, what level of RT implementation should next gen consoles achieve without significant sacrifices? This is why we should limit expectations altogether until we see actual games running on these consoles in real-time.

AMD hasn't shown or proved a single thing about real-time ray tracing in their upcoming hardware (console or PC). Everything said at this point is speculation. AMD are under pressure to compete with RTX, so it's not surprising they're claiming they're going to support similar features. In the meantime, I have this vision of a dark dungeon somewhere in Asia where programmers and engineers are shackled and whipped until they produce something to validate the claims.
