I'm sure there is a very good reason(load balancing perhaps) and Nintendo doesn't have to tell us why, as long as online doesn't suffer in some way. From reading the article, it shouldn't matter anyway. Limits are good for stability They probably had this planned all along, but wanted to wait for the online subscriptions to begin before limiting it in case the underestimated the initial take rate.
