
Phantom Doctrine is 'a strategic turn-based espionage thriller set at the peak of the Cold War' with average highs but infuriating lows. For a game about intelligence it keeps its cards frustratingly close to its chest, often punishing the player for having to stumble around in the dark. Turn based strategy works best when information is attainable beyond walking into it, and Phantom Doctrine does love to punish when its personal space is violated. Keep this in mind when looking for a real challenge outside of fairness.
