The consent of IP holders appears to be needed for Microsoft to make games backwards compatible.

That could be. There was a Major Nelson post a while back in which he stated if you want games to be BC you need to contact and ask the publisher. Unfortunately I can't find any contact information for Microsoft Studios in able to request NG2. First NG is BC so I'm not sure what the problem is, then again maybe it is coming.

And for those bringing up NGBlack, well, again, Tecmo had to approve that, not MS. Other than a dev just not wanting to make their games available it is usually a license issue keeping games off of BC, not MS.

MS is the one to ask for BC, The reworking of code for 4k patches is done by the actual devs...
Try begging your fave devs to do this, as MS has little to do with the 4k Patches for Current gen games.

Hence, why Battlefield 1's patch took so damn long.
