I would say no, but the trailer featured music and such that wouldn't normally have existed in the Fallout universe. They seem to be taking the series in a new direction, so anything can happen.
Good question. Maybe as the player you play some kind of role in creating them or something
not interested. blue skies and fallout is a combination that does not work for me.
