It's definitely not a clone, but obviously it's trying to cash in on the success of PUBG by offering a similar experience.
It IS quite hilarious that Epic Games' very own engine, Unreal Engine 4, is the same engine that PUBG runs on too. So does that mean that Epic Games have access to all the data that PUBG have to feed to Epic during development?
Nope. But it does borrow heavily from the same formula.
