Yeah but these give you up to blue items which are outclassed in a few hrs, so Im not quite sure how pay to win it is! This is what I saw on YouTube. If this is the case then who cares. It's more for getting an alt up to level 20 quickly I guess.
If you preordered on PC and have changed your mind you can get a refund through Blizzard.
Can't be pay to win if you have to hit level cap in order to even access that store.
