
When developers start a new game, they develop it for console first. It’s usually the lowest common denominator and, let’s face it, that's where it will sell the most units. After it has been developed for console, the game is ported to PC.

PC slightly wins. I have a GTX 1080ti and it achieves at least 50fps steady on most games at 4k. 4k really is a b**** right now to achieve even on the PC with a steady frame rate above 60fps without any drops on every game. At least until PC drops a gpu stronger than the GTX 1080Ti. Now maybe sli GTX 1080ti is better but I heard its a waste of money
Better than a PC of the same price.
The PC does more things, so you're paying for that.
