No, no it can't. As a big FFXIV player, back in the day the game faced huge issues and was a notable downgrade from 1.0 due to PS3 limitations.
If a Switch version of the game was released, the design of the game would be gimped to be playable on a Switch. This would be extremely unfair to the existing playerbase.
I say this as someone who owns a Switch, it is not as powerful as you think. Play BotW while it's in the dock and you'll notice poor render distance for details such as flowers. But on handheld mode it's even worse. What's more, with the notable lack of voice chat means raiding will be difficult for all Switch parties. This doesn't include other problems like the Switch having to somehow accommodate for 30+ skills per class.
If you want to play MMOs, just build a PC. Asking for MMOs on other platforms can sometimes ruin the experience for the existing players.

this guy/lady/article is so wrong, you need a persistent internet connection, so affectively you can only play where there wifi connection or you can hotspot your phone but lag will punch you in the gut
