I hope Xbox Scorpio will allow for same ease of development as PS4 Pro.

That's Microsofts bread and butter really so I can't imagine it being anything other than comprehensive and tailored for the developers for streamlined ease of use. Scorpio will be a big risk for them, just as pro was for Sony, so they'll want to make it as headache free as possible to entice developers to put that extra bit of dev time into supporting the new machine. I'd actually love to get my hands on a console development environment. It would be interesting to have a dig around.
