Just ten years ago no one would have even thoughy of selling an unreleased game. Now theyre trying to sell DLC in a game not even finished...

Welcome to the future. Soon you will be signing DLC contracts with devs, where you pay them a monthly fee on top of buying their damn game, and they promise to provide some regular DLC that will include a few maps/game modes, and cosmetic bullshit as filler.

No early access games should be completed before dlc is even thought of. The gaming industry has started and allowed some foul practices over the last 2 gens, sadly they are getting worse especially this generation.

Only if it is clearly outside the scope of the base game.

So if a game goes into access early in development, and sets a broad scope, then probably not. But if a game comes into EA late and lays out exactly what features will be in the game, then yes, that's fine. DLC can be great when handled correctly.

Obviously it should be out of early access.
