" the question of just how the power will be tapped". Well the scorpio will support VR so any VR games will be exclusive to scorpio and not available on xbox one ( which will not support VR). So this is the area that the console can be fully utilised without the need for compromise.
Edit:- not sure why so many disagrees. Phil spencer already petty much confirmed this by stating scorpio would be the only console with vr and vr games exclusive to scorpio ( not on x1). He also started there would be no exclusive non vr games.

i think the logical solution would be to have a switch or setting for games to take advantage of the scorpio. if you play a game on the scorpio that was released on the xb1 then the scorpio can kick up the resolution and framerate with the greatest of ease...by the same token if they are creating a game with the scorpio in mind then by putting it on an xb1 it would just automatically reduce the resolution and framerate without a problem.
