The steady release of new content feels weird compared to getting all the maps and stuff at once, but since it's all gonna be free, it will serve to continuously provide players with reasons to keep coming back.
With this "new content every few weeks" thing going on, by the time the latest maps start feeling old, something new will be there to spice things up again.
It's a stream of continuous content delivery that might feel much more satisfying than waiting for months for a new DLC map to be purchase-able.
