The Psvita hands down, followed by the 3ds, although in my gaming heart, they are equals, love the tech of the Vita, love the games for the 3ds.
Overall Id say the Vita wins. Now if you want to go specifically on game library then it would go to the 3DS, however if you want to go on hardware and design then it looks like the Shield Portable wins that round.
In my opinion the Vita slightly edges out the 3DS, mainly because the hardware is better. I personally have a really hard time choosing which one has a better library.
Vita
Why? Well PS Plus and PS4, PS3 and Vita is 6 free games a month
And remote play ... and OLED ... and P4G!
I recommend buying both. The libraries are both just too freaking good to pass up.
