Yes they're free during the weekend, funnily enough that's why it's called 'Free Weekend'.

And you don't have to pay after, only if you buy the game. It's not rocket science, it's easy to understand.

Definitely a combination of the two. Steam constantly adds more and more with family sharing, game stream, etc and just stealth-ninja releases them. No big announcements or spewing hype for weeks on end.
The quiet dignity of Steam.
