Better not be. I platinumed Forza Horizon 5 on my PS5, and I like NFS games BETTER that Forza Horizon. It's too easy to get cars you'll never use in Forza. It never gives you that feeling of being chased or scared of the Police when you have a high rep score or whatever it is. NFS is better in my opinion, or at least more fun.
There's no way that will shelve the franchise but it does need to be redefined the franchise had many a reinvention over its three plus decade lifespan with high and lows and everything in between.
It's not dead but they do need time to redefine it
