YES it does, it's suppose to depending on how much weight you are carrying, reach your max weight and you are a BRICK just like real life thus making decision making and gameplay a huge variable every time you pick-up something.
Someone running around in their shorts and shoes carrying only a handgun should be zippy fast and faster than say someone in full body armor carrying 3 days worth of supplies and 4 guns.
Try holding a sniper riffle steady with a Bazooka on your back, hungry, and bleeding I expect it's not the same as with nothing on your back but with mild fever, and a broken leg.
