via TXB- According to Chris Plummer, executive producer at the EA Los Angeles studio where the game is being developed, the title has been in the works for close to three years. To verify the idea of a C&C shooter would fly, the designers first put together a "low fidelity" test version of the game with crude character models, which also enabled them to test out gameplay concepts and balance the squad-based format. The game is using Unreal Engine 3 as its foundation.
