That ninja move tactic kinda breaks the game though. Having cancels and substitution bar is a great idea for ninja storm but the way they're implemented actually made things worse. They conflict with each other.
Having the cancel is good because it gave people incentive to use combos instead of spamming jutsu, but the fact that you can cancel combos and immediately start a new one until your chakra runs out makes the tactic op.
Having a substitution bar is good for the same reason, but the ninja move cancel makes it irrelevant. The second you substitute you will be met with the cancel so using it isn't wise. You have to sit there and guard the combo or call out support. And whatever you do, don't run out of substitutes and supports at the same time cuz your opponent will rape you with the ninja move cancel.
You really have to manage your defensive resources wisely.
I would change 2 things about ninja storms combat, and I guarantee it would make the game near flawless.
1.) Give the players a set amount of chakra that can't be restored (unless with a ninja tool maybe). This would force people to manage their chakra more wisely by promoting combos over jutsu, it would eliminate the need for a substitution bar, and it would stifle the ninja move cancel spammers. Also, it would make the fights more fast paced since no one would be constantly charging their chakra gauge.
2.) Replace one of the ninja tool slots with an alternate jutsu slot. Because one jutsu is boring.... and no one uses all those useless tools anyway (well some of them are actually pretty useful).
